I agree. As a reader, I bond to people, not worldbuilding.
However, I am aware of others who bond to worldbuilding. For instance, Kushiel's Dart, is popular for just that reason. I'm guessing fans of "Jonathan Strange" liked it for the same reason, at least from the reviews I've read.
I asked the writers at the convention I just attended to describe their favorite book.
Just about all of them started with character.
"Miles Vorkosigan is a hyperactive dwarf in a society that hates physical mutations..." "Sherlock Holmes is a consulting detective..." "Mary Russell is Sherlock Holmes' young apprentice..." "Lord Darcy's a cool alternate universe Sherlock Holmes.."
Maybe the exception would be Harry Potter. There, I'd start with naming some favorite secondary characters and saying how cool that world is.
But it's an interesting exercise. Ask a person to describe their favorite book and see how they do it.
